Last but not least, it should be mentioned that David Lynch has made some of the most eerie and uncanny movies, some of which sometimes are rather low budget (like Eraserhead for example) and aren't always that accessible which results in some of them going under the radar (e.g. Martin for example has sort of a mystery feel to it, as it is kept ambiguous whether Martin actually is a vampire or not and it's a very different take on vampires. I'd also highly recommend any George A Romero movie, as he made some really fantastic low budget movies that seem to get buried under his more famous zombie movies. There's also The Editor which is sort of a parody or rather a loveletter to these genre flicks which came out quite recently. There are also tons of great giallo flicks (some of which you probably have already seen, as they are quite popular) that perfectly fit your description: Suspiria, Inferno, Bay of Blood, The Cat o' nine tails, and Blood and Black Lace to name a few of the classics which instantly come to mind. It's a great low-budget mystery horror flick which could have been made by Carpenter (he only produced/co-wrote it) himself with some excellent Dean Cundey cinematography. If you haven't seen it or didn't like it the first time around because it didn't feature Michael, you should give it (another) try.

I would also recommend Halloween 3 because this thread seems to be dominated only by new releases and many seem to still hate it.
